POST 25/196 : ADMINISTRATION OFFICER (STATUTORY HR & TRAINING GRANT) REF

SALARY : R338 106 - R398 277 per annum (Level 07)

CENTRE : OR Tambo District, Nelson Mandela Academic Hospital

REQUIREMENTS : National Senior Certificate National Diploma (NQF Level 6) as recognized by

SAQA in Office Management/ Degree in Public Administration/Public

Management/ or equivalent qualification with at least 1- 2 years’ relevant

experience. Knowledge of Public Service Regulations, the Public Service Act,

1994 (Act 103 of 1994) and other human resources prescripts, regulations,

procedures and understanding of different human resources, financial and

costing management processes. Basic knowledge of PERSAL, BAS, PFMA

and all relevant financial prescripts that are utilized by the Budget section.

Knowledge of administration functions, computer skill, Excell, communication

skill, sound interpersonal relations, ability to interpret human resource

prescripts and apply them. Ability to work well under pressure and be customer

focused. Administration officer will work under the supervision of the Clinical

Manager (NMAH), monitoring registrars and other Statutory Human Resource

Training and Development Grant programmes (Interns, Comm Serves, Nursing

Coordinator) at Nelson Mandela Academic and Mthatha Regional hospitals. A

valid driver’s licence.

DUTIES : Compliance to financial regulations, procurement policies & procedures. Assist

in the formulation of the SHR, Training and Development Business Plan.

Manage Registrar HR related processes and constantly monitor the budget

spending (e.g appointments, transfers, verification of qualifications and

Statutory Human Resource & Training Grant support visits). Requesting

expenditure report from PERSAL for proper monitoring of Statutory Human

Resource, Training and Development Grant related appointments. Developing

a monitoring spreadsheet of Medical registrars, Medical interns and/or

employees that are mis-allocated and paid under the Statutory Human

Resource & Training Grant budget. Work closely with the Registrar Academic

Coordinator, Registrar Training Administrator from the University (WSU), Head

of Departments from the facilities on registrar matters. Assist in registrar

registrations with the University and verification of qualifications. Update

registrar information and keep track of all registrar activities (passed, dropped

out, rotation, time expired, other sources of funding). Utilize an M&E

spreadsheet for monitoring of the MMED student’s progress as per the

milestones provided. Ensure G&S, Capital expenditure is aligned to the

procurement plan and as per the approved Business Plan. Observe and

comply with all departmental policies and guidelines regulating employment

relationship in administration functioning. Adhere to reporting times and

prepare monthly IYM and quarterly SHR & Training Grant reports. Attend to

mandatory support visits by the Grant and annual performance Monitoring and

Evaluation visits. Always ensure quality of work particularly with the Registrar

programme. Perform other duties as assigned by the supervisor.
