REQUIREMENTS : National Senior Certificate (or equivalent) and a Three-year relevant
qualification. 5 years relevant experience. Knowledge: Knowledge of people
management and ethics administration related process. Knowledge of people
management and ethics administration related systems. Knowledge of related
prescripts. Knowledge of performance management systems. Ensure
compliance with educator and public servant prescripts. Labour Relations Act,

DUTIES : Operationalise, coordinate and administer the pay progression, grade
progression and other performance related incentives (SL 1-12 and
Educators). Manage the process for the identification of all relevant employees
in terms of Education Management Service (EMS), Performance Management
and Development System (PMDS), Quality Management System (QMS), Staff
Performance Management and Development System (SPMDS) and relevant
Occupation Specific Dispensations (OSDs) who are eligible for pay
progression. Provide guidance in the preparation of a database of all who are
eligible for pay progression and request Personnel and Salary system
(PERSAL) user support for a programmatic finalisation of the pay progression.
Provide guidance in the creation of a database of all employees in terms of
SPMDS eligible for performance related incentives and quality assure the
information for transaction purposes. Manage the process for the identification
of all relevant employees eligible for grade progression, determine relevant
dates and financial implications where applicable, and quality assure the
information for transaction purposes. Operationalise and report on compliance
to E-Disclosures. Manage the process for the identification of designated
employees to disclose their financial information. Develop and disseminate
communique to ensure compliance. Plan, develop, facilitate and provide
capacity building interventions to designated employees. Analyse and report
on compliance and recommend actions where there are transgressions.
Ensure that relevant information is prepared for disciplinary action where there
are transgressions. Follow up and maintain a database of all transgressions
for audit purposes. Coordinate the verification process. Report to the
Department of Public Service and Administration, Public Service Commission
and other relevant statutory bodies. Facilitate the implementation and reporting
on life-style audits within the department in accordance to prescripts. Provide
capacity building with regards to ethics administration. Provide guidance to line
managers and employees on the compilation of performance agreements (SL
1-12) on PERMIS. Advise and guide and support line managers and individuals
on the compilation of performance agreements on PERMIS. Quality assure
reports on compliance rates for oversight and moderation purposes.
Consolidate and provide capacity building interventions in this regard. Provide
guidance and advice regarding performance management policies and
systems (SL 1-12). Quality assure SPMDS documents including performance
agreements and reviews. Manage the administrator function on the
performance management systems (PERMIS) (SL 1-12) by overseeing the
administrator function, providing troubleshooting solutions and coordinating
and handling queries relating to the performance management system.
Develop and conduct capacity building interventions relating to performance
management system. Operationalise the performance evaluation processes
(SL 1-12). Facilitate the establishment and appointment of moderation
committee members. Provide guidance and advice throughout the
performance moderation process. Oversee the recording of outcomes of all
performance moderation processes. Coordinate the compilation of reports on
performance management including trends relating to training needs and
development gaps identified. Operationalise the probation processes (SL 1-12
and educators). Ensure the establishment and maintenance of a database of
all employees on probation. Manage the requesting of probationary reports on
a quarterly basis. Quality assure relevant documentation for probations to be
confirmed. Advise the Performance Management and Advisory Services
component where probationary periods are extended. Operationalise and
report on compliance to Remunerative Work Outside of the Public Service
(RWOPS). Develop and disseminate communique to highlight the importance
of RWOPS completion. Manage the process to obtain approval for RWOPS
applications. Draft relevant reports regarding RWOPS applications and
approvals. Quality assure information provided against relevant sources such
as the Companies and Intellectual Property Commission. Consolidate relevant
information for disciplinary action where there are transgressions. Ensure the
establishment and maintenance of a database of all transgressions for audit
purposes. Provide information to relevant role-players on RWOPS applications
and statuses. People Management. Participation in the recruitment and
selection of staff. Motivate, train and guide staff. Manages the performance,
evaluation and rewarding of staff. Monitor information capacity building.
Promote sound labour relations. Maintain discipline. Guide on policy issues
with regard to the functions of the components under his or her command.
