POST 25/01 : DIRECTOR: DEMAND AND ACQUISITION MANAGEMENT REF NO:

SALARY : R1 317 384 per annum (Level 13), (all-inclusive package). The package

includes a basic salary (70% of package), and a flexible portion that may be

structured in accordance with the rules for Senior Management Services (SMS)

CENTRE : Gauteng, Pretoria

REQUIREMENTS : Applicants must be in possession of a Grade 12 Certificate and a Bachelor’s

degree or Advanced Diploma in Financial Management / Public Management /

Supply Chain Management / Purchasing Management / BCom in Accounting

(NQF Level 7). Certificate for entry into the Senior Management Services

(SMS). Job-related work experience: Minimum of five (5) years’ experience at

a middle / senior managerial level in the Supply Chain Management field. Job

related knowledge: Supply Chain Management Framework. Knowledge of

corporate governance issues. Knowledge of Public Service environment.

PFMA and National Treasury Regulations. Job-related skills: Leadership skills.

Computer skills. Management skills. Project management skills.

Communication skills (Verbal and written). Conflict resolution skills. Excellent

facilitation skills. Public speaking skills/presentation skills. Negotiation skills.

Ability to work under pressure. Meeting deadlines. A valid driver’s licence.

DUTIES : Manage demand services: Coordinate the compilation, consolidation and

monitoring of the Demand Management Plan. Compile the procurement plan

for submission. Conduct market analysis for the department. Administer all

deviations from prescribed acquisition management processes. Administer the

reporting of deviations from the procurement plan to the relevant authorities.

Render acquisition services: Administer all acquisition management

processes. Administer the compilation of all reports and submissions to the

relevant stakeholders. Administer procurement processes: Administer

procurement of all infrastructure-related processes. Administer procurement of

all goods and services processes. Administer procurement of all IT related

procurement. Administer the secretariat functions of procurement committees

such as Bid Specification Committee, Bid Evaluation Committee and Bid

Adjudication Committee.

All shortlisted candidates, for SMS posts will be subjected to a technical exercise and interview. Following the technical exercise and interview, a maximum of three (3) SMS candidates will undergo psychometric assessments to assess cognitive capabilities, behavioural preferences, emotional intelligence, and integrity. All shortlisted candidates, including SMS shall undertake two pre- entry assessments. One must be a practical exercise, and the other must be an Integrity (Ethical Conduct) Assessment. Selection panels shall score both technical exercises as an additional criterion in the interview process.
