REQUIREMENTS : Applicants must be in a possession of a Grade 12 Certificate and a National

Diploma in Agriculture / Natural Science / Plant Pathology / Entomology/

Parasitology / Horticulture / Agronomy / Botany / Food Science / Microbiology

and Food Technology (NQF6). A Minimum of 3 years relevant experience at a

junior management level. Job Related Knowledge: Knowledge of the Public

Service Regulations. International agreements, conventions and bilateral

agreements relating to Phytosanitary, Sanitary and food quality matters.

Relevant legislation and regulations, norms and standards. Export and import

programmes and their requirements. Job Related Skills: Ability to communicate

well and interact with people at different levels. Planning and organising skills.

Technical skills. Law enforcement skills. Problem solving skills. Interpretation

DUTIES : Manage and ensure the effective application of the relevant legislation.

Coordinate the provision of effective quality, sanitary and phytosanitary

inspection services for the regulated agricultural products in the region, in line

with the relevant legislation. Ensure the application of all relevant international

agreements or protocols in the region. Develop and ensure the implementation

and application of standard operating procedures for the inspection of

regulated agricultural products in the region. Provide guidance and technical

advice with regards to the inspection of regulated agricultural products.

Develop and implement actions plans to ensure implementation of awareness

programme and activities. Manage inspections with regards to plant health

quality and food hygiene in the region. Ensure the promotion of agricultural

trade through quality and sanitary assurance. Manage the issuing of

phytosanitary and quality certificates, export certificates as required for

international trade. Participate in various internal and external forums. Conduct

audits on the relevant systems and assignees. Manage the collection, collation,

and verification of information pertaining to phytosanitary, quality and food

safety management systems. Conduct audits on the phytosanitary, quality and

food safety management systems and report thereon. Stakeholders Liaison.

Liaise with national and international stakeholders, industry role players, other

departments and DOA officials on the technical matters related to regulated

plant and plant products. Representing the Department of various forums.

Provide information, advice and guidance to emerging and /or established

farmers in relations to market access.

Selection panels shall score both technical exercises as an additional criterion in the interview process.
