POST 26/240 : ASSISTANT DIRECTOR: DISASTER INSTITUTIONAL CAPACITY
SALARY : R487 197 - R573 897 per annum (Level 09)

REQUIREMENTS : An appropriate 3 years National Diploma/B-Degree (equivalent or higher
qualification); A minimum of 3 years relevant experience in the disaster
management field. Competencies: Knowledge of the following: Disaster
Management Act (Act 57 of 2002) as amended; Sound stakeholder forum
management; Best practice regarding disaster management and fire rescue
services; Knowledge of and working experience with the legislation, regulatory
frameworks, policies and best practices that have a bearing on the line
functions; Information systems that aid in the management of knowledge and
information pertaining to the line function; Project management, labour
practices and performance management; Operational management practices;
Procurement and tendering processes; Policy development, and operational
management, monitoring and review processes; Modern systems of
governance and administration; Public service procedures, processes and
systems; Regional and local political, economic and social affairs impacting on
the provincial government of the Western Cape; Constitutional, legal and
institutional arrangements governing the South African public sector; Public
finance, human resources management processes; Public Finance
Management Act, National and Provincial Treasury; Regulations, other
financial policies, prescripts, directives and collective agreements; Functioning
of the Province and the activities of sister departments/related functional areas;
Policies of the government of the day. Skills in the following: Computer literacy
in MS Office Package (Word, Excel, PowerPoint); Communication skills
(written and verbal); Crisis Management; Project Management; Risk analysis;
Ability to work independently and as part of a team.
DUTIES : To assist with the coordination and facilitate: Establish the functioning of IGR
Disaster Management structures in the province, including Workgroups;
Collate, compile and submit Disaster Management Annual Report and
responsible for Monitoring and Evaluation related reporting; Develop disaster
management (DM) legislation and frameworks; Coordinate Special Events and
Disaster Management, disaster response, including standby duties, and
coordinating media enquiries; Responsible for capacity-building initiatives; To
assist with the management of human resources, performance management,
financial management, leadership & strategic management in the Sub-
directorate.
