POST 27/99 : ASSISTANT DIRECTOR: LAND AND PROPERTY DEVELOPMENT REF
SALARY : R605 742 per annum (Level 10)

REQUIREMENTS : National Senior Certificates/ National Diploma (NQF level 6 as recognised by
SAQA) in Real Estate/Property Management/ Land Administration/ Town
Planning with three years’ experience at supervisory level in Property
Management. Valid driver’s licence. Knowledge and Skills: In-depth knowledge
and understanding of legislative framework that governs the public service.
Departmental service delivery principles. Knowledge of departmental policies
and procedures. Knowledge and application of Property development
principles. Knowledge of Land administration and vesting processes.
Knowledge and application of GIAMA. Knowledge Deed Registries Act,
Surveyor General’s office procedures. Knowledge of Deeds Office and
Surveyor General procedures. Knowledge of Supply Chain Management Act
and procedures. Knowledge of GIS and Land Information Systems. Planning
and coordination. Property data analysis. Stakeholder engagement. Report
writing. GIS and property systems literacy. Problem-solving.
DUTIES : Coordinate development and maintenance of Immovable Asset Register.
Coordinate process for collection, verification, and updating of immovable
asset data. Facilitate GIS mapping and site verification and desktop research
processes. Monitor accuracy, completeness, and integrity of the Immovable
Asset Register. Facilitate provision of property information to stakeholders.
Liaise with municipalities and relevant stakeholders to validate asset data.
Coordinate Acquisition & Disposal of Immovable Assets Coordinate acquisition
and disposal processes of immovable assets in line with legislation. Facilitate
stakeholder engagement with municipalities, landowners, and relevant
authorities. Oversee preparation and submission of acquisition and disposal
applications. Monitor compliance with land claim verification and statutory
requirements. Coordinate registration, transfer, and safekeeping of property
documentation. Monitor updating of asset registers following acquisition or
disposal processes. Coordinate implementation of vesting process. Coordinate
identification of state properties requiring vesting. Facilitate preparation and
submission of vesting applications. Coordinate presentation of vesting cases
to relevant committees. Monitor recording of vested properties in relevant
systems (LAW & Asset Register). Provide technical support on vesting
processes. Coordinate land and audit projects. Coordinate planning and
implementation of land audit projects. Provide technical oversight into audit
methodologies and processes. Facilitate data collection, verification, and site
inspection processes. Consolidate audit findings and ensure integration into
asset management planning. Monitor progress and quality of audit outputs.
Supervise the allocated resources: Maintain high standards by ensuring that
the team / section produces excellent work in terms of quality / quantity and
timeliness. Resolve problems of motivation and control with minimum guidance
from manager. Delegate functions to staff based on individual potential provide
the necessary guidance and support and afford staff adequate training and
development opportunities. Ensure timeously development of job description
and implementation of Work Plans and Personal Development Plans (PDP’s)
for all employees in the sub-directorate. Manage daily employee performance
and ensure timely Performance Assessments of all subordinates.
