SALARY : R487 197- R573 897 per annum (Level 09)

CENTRE : Department of the Premier, Western Cape Government

REQUIREMENTS : An appropriate 3-year tertiary qualification (National Diploma/B Degree or

higher) in Human Resources or related; a minimum of 3 years' relevant

experience. A valid Code B driving licence or higher. Competencies:

Knowledge of and working experience with the legislation, regulatory

frameworks, policies and best practices that have a bearing on the line

functions; Knowledge and understanding of information systems that aid in the

management of knowledge and information pertaining to the line function;

Knowledge and understanding of project management; Knowledge of

operational management practices; Knowledge and understanding of

procurement and tendering processes; Knowledge and understanding of policy

development, and operational management, monitoring and review processes;

Knowledge and understanding of modern systems of governance and

administration; Knowledge and understanding of public service procedures,

processes and systems; Knowledge and understanding of the regional and

local political, economic and social affairs impacting on the provincial

government of the Western Cape; Knowledge and understanding of

Constitutional, legal and institutional arrangements governing the South

African public sector;·Knowledge and understanding of public finance, human

resources and discourse management processes; Knowledge and

understanding of the Public Finance Management Act, National and Provincial

Treasury Regulations, other financial policies, prescripts, directives and

collective agreements; Knowledge and understanding of the functioning of the

province and the activities of sister departments/related functional areas;

Knowledge and understanding of the policies of the government of the day.

Knowledge and understanding of Labour Relations legislation and regulations;

Knowledge and understanding of performance management in general.

DUTIES : Implement and monitor the pension administration process; Implement and

monitor Service Conditions Compliance and Allowance Administration;

Implement Injury on Duty & Deductions processes; Coordinate Leave Audits,

Administrative Functions, Service Termination Benefits, and Incentive

Schemes; Coordinate the Processing of Leave Applications and the

Administration of Temporary Incapacity Leave; Managerial functions; People

management; Financial management.
