POST 26/245 : CAPACITY BUILDING OFFICER: EDUCATION AND CULTURAL AFFAIRS
SALARY : R487 197- R573 897 per annum (Level 09)

REQUIREMENTS : An appropriate 3-year National Diploma/B-degree (equivalent or higher) in
Human Resource Development (HRD)/ Education / Project Management. A
minimum of 3 years' relevant experience in Training or similar environment; A
valid Code B (or higher) driving licence. NB: People with disabilities that restrict
driving abilities, but who have reasonable access to transport, may also apply.
Competencies: Knowledge of and working experience with the legislation,
regulatory frameworks, policies and best practices that have a bearing on the
line functions; Knowledge and understanding of information systems that aid
in the management of knowledge and information pertaining to the line
function; Knowledge and understanding of project management; Knowledge of
operational management practices; Mentoring and coaching practices;
National and provincial instruments and legislation pertaining to human
resources management, financial management and supply chain
management; Policies of the government of the day (national and provincial);
Provincial government functions and services; Statutory framework governing
the broad management of the public service; Staff performance management
system; disciplinary and grievance procedure; Knowledge of training and
learning methodologies. Skills: Data Analytics; Computer Literacy; Language
skills; Performance Management; Reporting; Information and Data
Management; Facilitation and Training; Strategic and performance Planning.
DUTIES : Project and activity management: Plan project activities and budgets, ensuring
technical and functional standards are observed; Coordinate project resources
to achieve timely delivery of milestones; Report on project progress and
manage contracts, including financial control of outsourced project: Training
and Development: Design, develop and update ICT learning material and
courses; Deliver training programmes and facilitate interventions by external
providers; Evaluate and assess the impact of training interventions for
continuous improvement and training and application skills in digital
technologies across basic skills, productivity tools, artificial intelligence across
various delivery modalities including a learning management system ;
Research: Analyse training needs and identify opportunities for digital and
alternative learning solutions; Research and recommend new ICT learning
methods, tools and approaches; Provide quality assurance of training
interventions and frontline support through helpdesk services; Course
management and support: Keep record of and analyse users’ particular needs,
from which further training courses, digital learning opportunities and FAQ
websites will be developed; Provide professional advice and assistance to
project leaders and managers in defining projects and creating project plans;
Perform financial control/certification of outsourced projects; Moderate quality
assessor training evaluation reports; Perform contract management for
outsourced projects.
