POST 27/186 : DIRECTOR: MUNICIPAL ADMINISTRATION REF NO: 22/1/3/6/3/39/2026

SALARY : R1 317 384 per annum (Level 13), (all-inclusive remuneration package to be

structured in accordance with the rules of the Senior Management Services)

CENTRE : Pietermaritzburg

REQUIREMENTS : The ideal candidate must be in possession of a Bachelors Degree / NQF Level

7 qualification in Municipal Administration / Public Administration / Local

Government / Business Administration as recognised by SAQA coupled with at

least 5 years middle/senior managerial experience in a Municipal

Administration environment, as well as a SMS Pre-entry certificate (Nyukela)

as offered by the National School of Government (NSG) (Certificate submitted

prior to appointment) and a valid Drivers licence (code 8). Essential

Knowledge, Skills And Competencies Required: The successful candidate

must have:- Sound knowledge of the RSA Constitution; Municipal Systems Act;

KZN Cemeteries and Crematoria Act, 2006; Local Authorities Ordinance, 1974;

KZN Pound Act, 2006; Local Government Legislation; Local Government staff

regulations; Public Service Act; Public Service Regulations; Public Finance

Management Act; Labour Relations Act; Employee performance and

management system; Municipal Financial Management Act; Project

management principles; Millennium development goals; Social dynamics of

KZN communities; National and Provincial practice notes; SCM practices and

procedures; Promotion of Access to Information Act; language skills; listening

skills; presentation skills; analytical thinking; interpersonal relations; strategic

planning skills; organisational skills; research skills; analytical thinking;

leadership skills; financial management skills; time management skills; report

writing skills; problem solving skills; conflict management skills; change

& written) with municipalities, departmental staff and SALGA and good

DUTIES : The successful candidate will be required to oversee support and monitoring

of corporate services and statutory administrative matters within municipalities

in line with relevant municipal Acts and Regulations with the following

responsibilities: Manage support and monitoring of human resource

management matters of Senior Managers and councillors at municipalities

within the province; Manage support, monitoring and assessment of

organisational design at municipalities; administer municipal administrative

statutory obligations; Manage support and monitoring of ICT at municipalities

within the province; Develop policies, procedures and strategies aimed at

improving service delivery within the municipal administration environment and

management of resources.
