REQUIREMENTS : National Senior Certificate, B Degree/B SC in Property Studies/Real Estate
(NQF level 7 as recognized by SAQA) with 5-years of experience at Middle /
Senior Managerial level. Pre-entry certificate for the Senior Management
Service (Nyukela) is compulsory and will be required prior appointment. A valid
driver’s licence. Knowledge and Skills: In-depth knowledge and understanding

DUTIES : Ensure Efficient Management and Optimal Utilization of State Properties
Provide advice on strategic investment decisions by providing expert technical
guidance on valuation methodologies, property research, and market trends to
optimise the portfolio’s long-term value. Provide strategic oversight of portfolio
performance, interpreting performance metrics and market intelligence to
guide policy direction and ensure alignment with organisational objectives.
Lead comprehensive property research initiatives to identify investment
opportunities, assess potential leverage, and inform long-term asset planning.
Provide executive oversight on feasibility and viability assessments to guide
sustainable revenue-generating property development initiatives. Ensure
Development and Implementation of Innovative Frameworks to Enhance
Revenue Generation Across the State Portfolio. Lead high-level economic and
fiscal research initiatives to identify and priorities property-related revenue
streams, using advanced cost-benefit modelling and scenario planning to
inform strategic investment decisions across the state portfolio. Manage
development and ensure implementation of mechanisms for attraction of
property developers and investors for economic improvement of the state
portfolio Manage the facilitation and establishment of strategic partnerships
with development funders to support the transformation of property sector and
expand opportunities for emerging market entrants. Oversee governance and
performance of long-term leasing and ensure development of programmes to
ensure sustainability and compliance. Ensure Sound Management and Co-
ordination of Policy and Guideline Framework for Effective Implementation of
Sub-Programme. Provide strategic leadership in the development of policies,
guidelines, procedure manuals and processes that regulate property
investment and development. Drive strategic approval process for all newly
developed policies, guidelines, procedure manuals. Monitor the strategic
impact and effectiveness of implemented policy frameworks on the overall
performance, compliance and risk profile of the property portfolio. Ensure
alignment of property investment policies with provincial socio-economic
priorities and infrastructure strategies. Effective Management of Investment
Planning Services. Provide strategic guidance on release and utilisation of
immovable assets to maximise economic and social returns. Manage
development of investment marketing strategies. Evaluate and manage risks
and returns of property developments initiatives. Provide advice on financing
models, yield optimisation, and investment structuring for property
development projects. Manage the Allocated Resources. Maintain high
standards by ensuring that the team / section produces excellent work in terms
of quality / quantity and timeliness. Resolve problems of motivation and control
with minimum guidance from manager. Delegate functions to staff based on
individual potential provide the necessary guidance and support and afford
staff adequate training and development opportunities. Ensure timeous
development of job descriptions and implementation of Work Plans and
Personal Development Plans (PDP’s) for all employees in the Unit. Manage
daily employee performance and ensure timely Performance Assessments of
all subordinates Ensure management, maintenance and safekeeping of
assets.
