SALARY : R338 106 per annum (Level 07)

CENTRE : Bisho

REQUIREMENTS : National Senior Certificate/ National Diploma) NQF level 6 as recognized by

SAQA) in Supply Chain Management / Public Management / Public

Administration / Logistics / Cost and Management Accounting / Internal

Auditing. A valid driver’s licence. Knowledge and Skills: Treasury regulations.

PFMA. Compliance policies & procedures. SCM Policies. Public Service Act,

1994. Public Service Regulations 2001. Public Finance Management Act,

1999. Preferential Procurement Policy Framework Act, 5 of 2000. Performance

management principles. Stakeholder and customer relationship management

principles. Planning and organizing. Creative thinking. Self-management.

Problem analysis.

DUTIES : Conduct compliance on supply chain management legislation. Check if terms

of reference are in line with regulating policy prescripts. Assist in evaluating bid

processes to ensure adherence to prescripts. Attend to tender briefings and

give guidance. Receive complaints on terms of reference and acknowledge

thereof. Conduct SCM risk management and advice on internal controls. Assist

in evaluating the capabilities of service providers. Assist to Investigate the

legitimacy of service providers. Responsible for loss control on fixed assets

and consumable stores. Register all cases of lost assets and consumables

Assist to investigate the circumstances thereof. Make follow up on criminal

procedures where required. Supervise the allocated resources. Maintain high

standards by ensuring that the team / section produces excellent work in terms

of quality / quantity and timeliness. Resolve problems of motivation and control

with minimum guidance from manager. Delegate functions to staff based on

individual potential provide the necessary guidance and support and afford

staff adequate training and development opportunities. Ensure timeously

development of job description and implementation of Work Plans and

Personal Development Plans (PDP’s) for all employees in the Sub-directorate.

Manage daily employee performance and ensure timely Performance

Assessments of all subordinates. Ensure management, maintenance and

safekeeping of assets.
